Effect of Working Out Before Eating

hello
What is the effect of working out in the morning (lifting or just running or something) before eating? I have heard of people being all happy that they worked out before eating and figure they are burning more fat this way but I was wondering what the true effect is?

Should you eat breakfast before working out in the morning?
